AIMS DECIDED to end the contract with Aljunied TC

Is this not clear enough that it was AIMS which DECIDED to end the contract with Aljunied Town Council after the PAP lost the GRC in 2011.

Why then does it comes as a surprise to Ho Pin and company that Sylvia Lim and the WP saw fit to source for an alternative, knowing that the PAP Shell system company would not have managed the opposition held GRC without the assurance that it would not share critical financial information with it's owner?
