why "reward" a purportedly star civil servant with a traditionally dead role in SPRING for a "good" job done at ASTAR? not that LWL have a role in that, but still after round one, LWL 1 - 0 PY.

ReplyDeleteStripped of it's rhetoric, this is what the issue is about:
ReplyDeletePY wants world-class researchers, he has to allow whatever research fields his talented researchers want to do.
LWL wants certain fields to be researched, if we can't get world-class talents to carry out these research, then let us spend our money on second-rate talents.
PY is bottom-up management, it is the only way to attract top-talents to leave their countries and sink roots in Singapore.
LWL is top-down management, no truly talented world-class researcher will obey the typical Singapore bureaucratic control. You can never get creativity from top-down management style. Only second-rate talents will obey your commands to do research on the fields you dictate.
What I've just said above doesn't mean I know who is right and who is wrong, PY or LWL. Sure, you can get second-rate talents and might still make tons of money curing hepatitis in the big China market. I just wanted to lay out the bare issues since the media did not.

PY is definitely talking rubbish. This is the man who tell MPs to go quit and called all NS-men (those who served their time and he did not even do that) "wimps", and you know what, he allowed women to break bonds without calling them bondbreakers.

Comon... if she sees herself as a protector of public funds, she doesn't have to look beyond her own family - in particular her sister-in-law - who has blown away millions in Shin.

ReplyDeleteWell, as one of his researchers, I have to say he certainly isn't doing that. He is just as top-down as any Sg bureaucrat out there. It's just dressed up to sound nice when they want to lure big fish over.
